This is the response from the EPA Officials that overlook such issues. As you will read its very clipped and basic. I have another phone call in to federal officials that will hopefully elaborate on this issue. My follow up questions were: If this is a waterline issue then why was a Gravel Co. Involved? Wouldnt the Gravel be placed back after restoration of the waterline? Why would 200 yards of gravel from stream bed to tree line need to be removed for this issue?
Thanks for the photos Jeremy. They came through this time.
I followed up with our Water Program and they in turn followed up with the US Army Corps of Engineers (ACE) which in turn has followed up with Garnatt: From ACE we understand that the work, now finished, was with regard to repair of an existing waterline.
If you have any further questions, please feel free to contact me.

Jeremy, when I spoke with the Seneca Environmental Dept they advised the ox bow in the stream was being straightened out to prevent future wash outs of the water line. That is the BS they told me.
