I use double weed guards on most of my warm water flies, No Problem hooking the fish I'm after, although the smaller ones will bounce off, I find it more weedless than a single guard and more durable. I usually use mono to tie on the guard, tied down the bend to between 1/3rd & 1/2 the way. also, I don't use the cut & melt method of tying it off, instead I tie down the 1st side, then bring the guard through the gap in the vise jaws then up and over the shank behind the eye to determine the length required, cut it to size then tie down the tag opposite the 1st side leaving a loop that I bring over the eye and tie down after finishing the fly. Before I proceed with tying the fly I cover the entire tie in area with head cement. After I bring the loop over the eye and take a few wraps of thread to keep it in place, then I take a few turns with the tag of the thread around both legs of the loop to close the gap under the eye, then build the head & whip finish & cement.

When I'm tying flies with a dbl weed gard I basically use the system I saw Steve Watcher use, which is essentially the same as the video except the length of the loop is measured prior to tying it in, after the fly is complete the mono loop is hooked over the eye and tied in by burying it in the head. I usually wrap the mono about halfway down the bend. In terms of hooking vs. not- In my experience smaller fish tend to bounce off the fly/weedguard, but like Steve said the weeguard will not effect a fish big enough to get the fly in its' mouth. PS: a weedguard will not deflect algea, or tree limbs:)
