Does anyone know a technique for shorting hackel or is the best way to buy it in sizes. I see some sold for specific hook sizes. new to tying any info would be appreciated

Let me preface this by saying I am no expert when it comes to hackle or tying for tat matter but my 2 cents would be this:
I would stick to buying the appropriate sized hackle for the hook(s) you are using, that being said I am sure you dont have to spend $100's of dollars for a hackle set for each hook as they (the Hackle) tend to slimmer at the top and grow longer as you work your way down the stem, for instance a 10 pack of Whiting's #12 can give you decently proportionate fly hackle for hooks a size or 2 above & below.. As far as Hackle for spey type flys I wouldn't shorten it by trimming off the tips as they tend to be the more 'whispy' portions and you would loose alot of the flys action in the water.

dave....you're probably about in the same position I was in when I started tying....a lot of choices, a lot of info, limited $$ (who wants to spend all that money on buying for every size?), & a lot of confusion. If you're looking for a variety of sizes, one good neck cape might be a good place to start. Neck capes come from the bird from just behind the head to the base of the neck. A good neck cape will have a variety of sizes (like #10 to #22 & everything in between). The part near the head will have small feathers (like size 20) & the feathers near the base of the neck might have 12's. Feathers of the same size will also tend to be in the same area of the cape. The parts in between will work good for hook sizes between those two. Saddle capes, on the other hand, tend to have many feathers of close to the same size (like #14 to #18). I learned by reading a ton of books. I started with The Benchside Intro to Fly Tying by Ted Leeson but there are many others that would also serve you well. keep the questions coming! you can in the hackle first, fold it along shank and cover part way back towards tail, then fold towards eye and cover again. then fold back after tying rest of fly and tie off. this works on wet flys and any fly that uses a hackle for a collar
